Connectivity issues with hap ac 2

Hello, When I plug in the router to the modem via Ethernet cable, and while plugged in to the power supply, the router does not show up on the WiFi network options. I have tried logging in to the router using the default IP address but connection times out. I have also tried logging in using winbox app but the same error message comes up. The router only shows a blinking light that corresponds to the Ethernet port containing the the Ethernet cable and that is all. Any advice on how to resolve this issue? The router is just sitting there as a box with a blinking light.

Most obvious...have you reset it to defaults?

Have you tried connecting through port LAN 2 - 5?
Does it show up in Winbox (and can you connect it through MAC Address instead of IP address)?
