Firewall rules not persisting across reboot

I've got a Mikrotik LTAP-Mini running 6.47. I have added a few mangle rules and disabled fast-track through the web interface- basic steps I can find to make this work with my LTE carrier. These changes seem to give me good connectivity and 4g speeds. However.... powering off the router and powering back on results in the rules being gone. Is there a separate command to write these rules or make them persistent?

No there is not.
Either you did them in "save mode" and did not commit them, or you made some changes while there
was no more connection to the device.
In case things do not persist a reboot, something is broken.

Is is Safe Mode not Save Mode...

I haven't enabled safe mode. I can reboot, make changes, and reboot again... and the changes are gone. The logs say that the device was not shut down properly, each time. I'm using the built-in reboot/shutdown buttons in the web interface.
