When I limit any of my clients and when they try using the maximum guaranteed bandwith their ping starts going very high and bad.
How can I prevend that from happening, should I give any priorities to ICMP -ping if yes tell me how.

you must have Ambulance Traffics way's
i mean: create mangle as icmp and queue tree put them traffics on it queue with first priority
