I have a 250/50mbit WAN connection and two pools - 192.168.88.0/24 and 192.168.89.0/24. 88.0/24 is used by the default DHCP and 89.0/24 if used for my OpenVPN clients. There are no firewall rules limiting communication between the two pools. Everything inside my network is bridged as interface "bridge". I want to setup the network so that each client has an equal share of the bandwidth available, for example if there is only one client connected, then it gets access to the full bandwidth, if there are two clients, each has the minimum bandwidth set at 50% and maximum depended on the other client.
I also want to introduce the same rule on my local network. Each client should have a minimum bandwidth of 100%/number of clients and the maximum dependent from the actual client traffic.
