How do I assign a static IP address to a device?

I have a MikroTik hEX S with two WAPs plugged into ethernet ports 2 and 3. The hEX S is assigned 10.0.1.1. I would like to assign 10.0.2.1 and 10.0.3.1 to the two WAPs respectively.

What addressing do you have configured on the Hex? From terminal ...
ip address print
Otherwise it's all guesswork. We need to know what addressing you already have in place, for example if your address 10.0.1.1 is /24 then your proposed WAP addresses would be on different subnets.

There are two ways,
a. let DHCP assign the IP address and then in the dhcp server settings under leases make it a fixed static lease.
b. manually set the IP address on the device itself.

What is the addressing used in your configuration ?

However you certainly can assign those addresses on your WAPs...
