Dual WAN selective routing; PCC or IP Routing rules?

Here's the scenario. I have a RB4011 and two WANs; WAN1 is >1.2Gbps download but with a data cap and WAN2 is up to 600Mbps download without a data cap.
#1 I'd like to be able to send certain traffic to WAN1 always.
#2 I'd like to be able to send certain traffic to WAN2 normally/always.
#3 I'd like to be able to send all (minus #1) traffic to WAN2 when approaching the data cap.
From reading, it seems like I could use PCC and/or IP Routing rules to accomplish this, but I'm looking for input as to if that's correct and why one would be better than the other.
Also, some sample configs would be useful.

PCC is just special IP routing rules, so I would try PCC and see if that works. You can specify any kind of traffic you want to go through any route you want.
