Well I both speak and write English like a native, and I still have trouble understanding the Mikrotik documentation.

The web-proxy function of RouterOS will, if switched on, go and get web-pages for you when you ask for them and pass them down to you, but also keeps a copy of the page in the Router's memory for a while so if you ask for it again it can be provided by the router and not by the web-site far away on the Internet, which means it can be much faster.

Web-proxy has to be set-up to work, does not keep copies of all web-pages and cannot be used for things like music, file or application downloads. Does it sound like the thing you want?
