how do i limit bandwidth based on dst address?

how do i set on Queue based on dst. address(internet ip)? i mean, every open connection made to internet, will be limited to a certain point.
like:
69.147.114.224 queue on 64Kbps
74.125.67.100 queue on 64Kbps
69.63.176.140 queue on 64Kbps
and so on

guide me please,

If you know the destination IP, you can create a simple queue, enter the desination ip on the advanced tab.

what i meant is as if i don't know the ip addresses, i wanted to limit each connection based on its dst. address.

If you leave the main page IP blank it will assume 0.0.0.0 which is everyone from what I understand. I could be wrong. But if you enter the dst ip in the advanced tab it will basically set everyone who passes trhough that router to hit that IP to the speed selected.

I tried that here with one particular IP and it worked well. I set up the speed test site at a minimum speed but all other sites were fast just to see.

Here I just limited all traffic from 0.0.0.0/0 basically to 2M if their destination IP they are contacting is 192.168.20.111/32.

I don't know how you'd do it manually I just add a queue in winbox.. This is for a transparent bridge.
