How is that possible that Dhcp Not Lease Ip To Users Till I Allow There MAC Address In Mikrotik OS?

Sounds about right. DHCP has to know mac in order to give IP.

I guess one way around it would be to go to Ip/dhcpserver and under address pool select "static only" and then under leases set up the mac adress that you want to allow and the IP you want to assign to that Mac.
