I wonder AP Access Rule <mac address> window usage in the Wireless Tables >>> Access List tab. In the window there is 2 option AP Tx Limit and Client Tx Limit. How can i use that option to distribute equal bandwidth? Or may i use like that ? By the way i am using wireless card at ap bridge mode.

The Tx and Rx fields in the AP Access Rules are only to limit the speed To the client (in general) and From the client if this is an MT device.
To distribute equal bandwidth you have to use other stuff in AP (or central).
Use the "Search" option in the forum or Wiki and find many ways of doing it to your need.
