I *think* you need to configure the /30 subnet on your WAN interface. lets say: 184.108.40.206/30 and add 220.127.116.11 as default gateway.
Your ISP probably routes 18.104.22.168/29 to your WAN IP: 22.214.171.124. You can use 126.96.36.199/29 anyway you like on your router, for example configure 188.8.131.52/29 on your 'LAN' interface, and the rest of the IP addresses on your machines on the 'LAN' interface.
