help about Rules

i have RB 951 with hotspot log in (username & password ), my users have a limit bytes total for each one and i use some rules to separate downloading from browsing and some caching rules.
i put them in the attachments,
put this one is the one witch i want to ask about
{/ip firewall mangle
add action=mark-packet chain=postrouting comment="Proxy Cache Hits Mark" \
disabled=yes new-packet-mark=proxy-hit passthrough=no}

does those rolls effect any way on the total bytes of my users ( so the packets or data pass through those rolls doesn't count on users for example) ??

Any data from user and to user are counted, there is no way actually to separate the type of trafic for accounting
