Configuring DVR through Mikrotik CCR 1026-24g

I have a CCR in which a Vodafone leased bandwidth is installed, through a media converter.From my CCR I have a radius-cum billing software server connected.Behind my server is the CSR configured with private IP which ultimately goes to my clients(individual machines).
My public IP is configured in my CCR and in one lan card of my server.
Now, I have a couple of clients who are using DVR and each of these DVR's are connecting to 2-3 CCTV. The problem that I am facing is to configure these DVRs through my CCR.

The scenario is like this:
1.From the ISP(Vodafone) a leased bandwidth comes to my CCR's E2 port with public IP:123.63.221.69/30.The gateway for this IP is .70/30, provided by ISP through which I connect to the internet.
2.My CCR E3-port IP is 114.142.140.162/29, which is connecting to my server's 1st lan card with the IP:114.142.140.161/29.The gateway for this IP is the address of my CCR's E3 port.
3.The second lan card of my server has the private IP of 172.16.1.2/24 which connects to my mikrotik CSR.
4.The CSR's port E2 has the IP :172.16.1.1/24 and for obvious reasons the gateway for this port is.2/24 of my server.From port E3-E20 are my clients connected through un-managed switches for whom the gateway is the E2 port IP of my CSR.
Now, in this scenario, how can I configure the DVRs and their IPs in my CCR.I have 4 Public IP with me.
It will of immense help if someone can provide the configuration guide and the commands for this type of installation.

Can you post a network diagram? Can you accomplish your goals if you are using 1:1 NAT? That might make the configuration a little simpler.
