Connecting to a public Internet exchange and a transit provider

Dear members,

I tried to search the solution for this situation but didn't find one.

We have a CCR1009-7G-1C-1S+ which we want to use as a gateway router for our clients. We have a 25Mbps transit line from one ISP and a 155Mbps line connected to a public Internet exchange.
As more than 60% of our traffic is the popular content from the providers which are present at the IX.

Our setup :
--> 155Mbps line is connected to a RB3011UiAS-RM with BGP peering setup with IX.
--> 25Mbps line is connected to the CCR1009-7G-1C-1S+ without BGP peering. BGP peering is setup on another edge device which connects to this CCR.
--> Another Mtik access device is connected to the CCR which handles PPP and hotspot operations.

What we want to acomplish is that to setup dual wan failover on the CCR. We want to use the transit only for the content which is not available at IX.
Is it possible to do it? Please guide!

I would consider a design like this and use local pref to prefer the IX routes.
