Exclude local network traffic from PPPoe bandwidth quota

Hi,
I have an ISP. I'm looking for a solution to byepass local traffic count from FUP for PPPOE clients. Most of the customers having CCTV camera and if they access it from another account, camera bandwidth is eating the FUP quota. Is there any solution for this?

I have installed mikrotik on HP Server With 4 Network cards. Ether1 is connected to Internet and ether2 as PPPOE. All connections are using live IP and no nating.
Most of the customers are using our connection for CCTV camera. One customer have 2 connections. One in shop another one in Home. He is accessing camera from home. On current scenario, CCTV camera access will eat most of the data usage. Hence its purely local traffic, it doesn't need to count. is there any option in PPP accounting to avoid local network data consumption?
