CANNOT BOOT TO SWOS

I have around 30 CRS317-1g-16s in the field working flawlessly.
I am trying to commission 6 new ones that I just recieved and cannot for the life of me get them to boot to SWOS and access the interface.
I have done this many times in the past and it just will not work. I see tons of others having this problem, but I have yet to see anyone that got them to work.
Usually just access via winbox/system/routerboard/change boot to swos and thats it.
On these I do this, and I can never access them again PERIOD without a complete reset.
What am I doing wrong? I have been working and researching on this for 8 hours today with no solution.

Hi Oznet,

I figured this out on my end. I had to go into system>swos and set a static ip for the switch in swos mode.

Note: I had also updated the switch to the latest firmware for both routeros and swos.
