getting "admin prohibited" in ping?

Hello ,
I'm using RB411 with Sierra modem.
the sim is used in a private apn
I'm getting this error when I try to use ntp service

10.232.57.147 80 255 104ms admin prohibited

what does it mean?
something in my ISP is blocking me?

I have no rules in my firewall

Hi,

yes, someone in the path is blocking the packets and informs you with an ICMP "admin prohibited" response.
