the New license policy is OK - but when the 3.0 version will be ready
i whant to purchase new license but i prefer to buy 3.0 insted of 2.9.29

As has been written here by MikroTik guys several times:
The first public betas are planned for this autumn. You won't get anyone to name a release date right now.

I personally wouldn't hold my breath for it...
Example from the 2.9 development: The first beta came out in July 2004, the first relase of 2.9 was in August 2005...
