How to set Prism card tx power to 200mw ?

How to set Prism card tx power to 200mw ?
In older Prism package work fine, but in new 2.8.16 only 100mw.
set wlan1 tx-power=23 has no effect.

anyhing but default seems to reduce my signal strength on a netgear MA311 Prism 2.?
