Что то сломали в новых версиях.
Скорость передачи упала в разы.
Если раньше через OpenVPN скорость передачи практически была равна скорости физического интерфейса, то сейчас в 5 раз меньше него.
Для тестирования поднял дополнительно l2tp туннель, через него всё ок.

Я пробовал полностью отключать шифрование, скорость увеличилась на 6Mbit/s.
Тестировал следующие версии маршрутизаторов:
CCR1036-12G-4S и 1100AH.
