Running btest from a cable modem to 2.4GHz Celeron w/512 MB RAM connected to a 100Mbps Internet connection shows over 16Mbps download. Running the same test to another Mikrotik DIRECTLY connected to the first router via 100Mbps ethernet shows a heavily fluctuating 3-5Mbps!?!?!?!

Running the bandwidth test between routers shows 60Mbps. Why am I seeing such terrible numbers when running the test through the first router?
