Link debounce

I have a RB1072 and my main provider Level3 is asking me if I can do link debounce with Mikrotik. I have never work with that on Mikrotik I know that is Cisco. Does anyone has worked with this?

Do you use any dynamic routing protocol on the uplink? I mean, link debounce is normally a setting used to filter out notification about short link failures to dynamic routing protocols so that they would not start to reconfigure the routing tables on very short outages, and to prevent the outages from being reported by monitoring systems. In both cases it is a measure of last resort if the link quality is poor and the link cannot be fixed in a reasonable time.
