If you want MAC Telnet MikroTik RouterOS proprietary protocol https://wiki.mikrotik.com/wiki/MAC_access then use Winbox and type Mikrotik router MAC address https://en.wikipedia.org/wiki/MAC_address in "Connect To".

Any MAC telnet client must be in the same LAN like the Mikrotik to which it connects, as it needs to have L2 access. So if your goal is to find an application which can connect remotely, because you want to avoid driving to the site, such application cannot exist. Therefore, a pre-configured small Mikrotik sent by parcel service to the site and connected by a local assistant (who does not need to know the passwords or anything about networking at all) to the network is the maximum you can have. Or a PC with TeamVewer and WinBox, same logistics like in the previous case.

In that case, what is wrong about WinBox and another 'Tik? The sole reason why I wrote that "lecture" was that several people have suggested WinBox or another 'Tik as an answer and you accept none of these.
