Simple CALEA implementation?

I've been all over the boards and of course likely overlooking something. The mikrotik wiki states that the way to do this is to implement the calea functions on the router and point them to the CALEA SERVER. Then there are some settings mentioned for CALEA SERVER.

What I can't find is a download for CALEA SERVER.

My plan was to simply take a server, create a VM for the calea server and install the calea server to the VM. configure a port on the core router to plug into the VM and direct that network interface to that VM and let er rip.

But where do i download the calea server software?
Or is this just router OS installed on a vmware server?
Or do I install linux and then some other package?
Any help would be appreciated.

The CALEA Server is simply a device running RouterOS with the CALEA Package installed. I would recommend a CHR instance, x86 or other device with an actual hard drive. The CALEA Package can be install from the Extra Packages .zip file from https://mikrotik.com/download .
