Public IP out on eth port X

I'm new here and hopefully someone can point me in the right direction.
I have a RB2011iL-IN MikroTik box (RouterOS v6.43.4), and 5 public IP adresses - and all I want is to point IP number 2 to a port on the box, so you can put some test equipment on there - eg. a router you want to test.

Today I have the fist public used as our normal LAN, for PC and IP phones etc.
WAN on port 1 (Public IP nr. 1)
LAN on port 2 (Switch)
TEST on port X (Public IP nr. 2)

Our service provider says that you have to have IP pools etc. on the port for getting it to work.
That I don't understand..... but I don't have the expertice to argument that.
I just want Public IP to go directly to port X, so if I put something there I have to configure it with the Public IP informations, no firewall no IP pool and so on.

I and a GUI guy, so hopefully an explanation in the GUI interface.
