update error - not enough disk space

status: ERROR: not enough disk space, 7.2MiB is required and
only 7.1MiB is free

ОК. I deleted the backup file (150 kb) and when I run "/system package update download" I see firmware package in /file

> /file print
# NAME TYPE SIZE CREATION-TIME
0 skins directory jan/01/1970 02:00:05
1 routeros-smips-6.43... package 7.3MiB jan/10/2019 11:34:51

After that, I rebooted and still see the old version 6.43.2
Why is the firmware file so big?
Why not enough space for an update?
How do I free up disk space?

Use Netinstall to reformat and install ROS.
