With Mikrotik Router firewall ?

As it's HTTPS you need to block via DNS or IP range, not recommended. If bandwidth consumption is a concern then use queues or data limits for your users.

Try the tls-host field in a mangle rule. It works for me blocking other sites like Netflix.

And you can use the same marking in simple queues to rate limit.
