Small LAN Based ISP

We are small 200 Users ISP in Saudi Arabia. Providing Internet services in Residential Compound. We are using CISCO LRE (Long Range Ethernet) Currently we are facing lots of issues.

100 Mbit LAN to Users (Biggest Issue)
No Authentication
Lots of Viruses in users PC's
Single Paid connection and using Multiple Computers also using multiple real IP's from the pool.

I was looking for solution in google and i found MikroTik RouterOS. Its looks to me very nice Limiting Bandwidth and Work as a PPPoE Server.

I am thinking to use it but i have lots of Questions.

1) Will i need any other server or router for PPPoE Server.
2) Will MikroTik will authenticate the users of i will need FreeRadius and MySql
3) Can i Limit Users for 64KUP 128K Down
4) Can i use Windows PPPoE Client or i will need some other Client
5) Can MikroTik work as a Web Proxy

I am going to try it but i need these answer if someone can answer me

1) No other device required, RouterOS will handle it by itself
2) A radius server is not strictly required (you can manage accounts locally on the router), but a solution based on radius usually does scale a lot better
3) Yes, no problem.
4) Windows built-on PPPoE is sufficient, no special client needed.
5) Yes, although with a higher number of users it will be better to install a separate proxy machine.
