DHCPv6 creating unasked for simple queues

We have recently upgraded to 6.45.1 and have noticed that the DHCPv6 server seems to be creating simple queue entries that we didn't ask for. e.g.:-

We are using simple dhcpv6 servers, no radius or rate limiting. Here is the the dhcpv6 server that created the above.

Is this a bug? Anyone else seeing this?
