How to divide the bandwidth in three groups ?

I have a 15MB dsl connection. I am using mikrotik RB2011UiAS os version 6.45.5. Here is the scenario, currently i am using pppoe to connect neighbour/clients. Now for home purposes i want to divide the bandwidth into three groups e.g (a) 1.5MB for me (b) 1.5MB home users (c) 1MB for guest. Both should be connected using dhcp if possible if not then through hotspot.. Rest of the other bandwidth should go to other pppoe users/clients.
Any help is appreciated.

Simple answer is three “simple queue”. Set just the target in each for the single IP address (for you), and CIDR subnet for home users/guest in another two queues. Set just the upload/downloads as appropriate. Generally speaking, the less you set in a simple queue, the better.
