PCC load balance rules check for not work

Hi all,
I'm currently using a config with dual WAN for failover and load balancing traffic with pcc load balance config

and this config not work

my config is:

add address=10.10.10.1/24 network=10.10.10.0 interface=ether3-Vlan3
add address=10.5.60.1/24 network=10.5.60.0 interface=ether6-Vlan6
add address=86.12.89.42/29 network=86.12.89.40 interface=ether1-internet
