VLAN on WAN side with failover

Hello we are two households sharing internet through a wireless link (Ubiquiti Powerbeam) and we are also sharing a LHG LTE as backup.

Today the Powerbeam is on VLAN 10 and the LHG on VLAN 20. VLAN 99 are used for management. I am changing the switch in between to a Mikrotik Powerbox. Then I want to have the powerbox to tag the VLANs instead of the Powerbeam and LHG as today.

I really need some guidance how to set up VLAN switching on the Powerbox. Shall ether 2 & ether 3 be set up as access ports and ether 1 & ether 4 as trunk ports? Also I want to use VLAN 99 as management to all devices. RB4011 routers are set up with WAN Interface on VLAN 10 and VLAN 20 with failover using VLAN 20 if VLAN 10 fails.
