Netinstall answers on loopback interface

So I am trying to update OS with Netinstall but it does not detect the router.
Wireshark shows that Netinstall accepts the BOOTP requests but replies on loopback interface:
(This is capture on two interfaces simultaneously; if I capture on Ethernet I see only requests, if on loopback - only responses)

I am running Windows 10 Pro 64-bit version 2004.
The firewall is disabled, all network interfaces but the Ethernet are disabled.
Tried running Netinstall in Windows 7 compatibility mode.

After trying several more PCs to launch Netinstall on, I've finally updated the firmware to 6.47.7.
The hv_panic error does not happen yet.
