I hope someone could help me or at least give some idea.

I want to make my hotspot portal to have a 1 client at a time access.

For example I'm already log-in on the hotspot portal then there will be another person wants to log in as well.
The other person would need to wait for me to log-out from the hotspot portal before he can be able to log-in.

Is it possible? If its possible. How?
