2 Static IP addresses on 1 interface

I will start off saying I'm not very well versed on Mikrotik routers... I have a RB4011iGS+RM router that is going to sit behind a cable providers modem, which only has 1 ethernet connection. The ISP is providing 2 public static IP addresses, which are not part of the same /30 network. The IPs are a.a.15.13/32 and a.a.15.110/32. One of the IP addresses will be used for a PTZ camera (a.a.15.13) and needs public access from the internet. The other IP will be to get this router to join a VPN to another MikroTik router (a.a.15.110). How will I split these 2 IP addresses so 15.13 is directed to a specific ethernet interface on the router and the other IP is part of an IPsec VPN?

In addition to that, I will have a local LAN running off an interface on this router as well.
