Looking for a little help for my tiny ISP

I have a very small ISP which is barely making any money so I don't have much cash to work with. I signed up with a billing system provider a little over a year ago and part of signing up with them was that they offered to build in top of the line firewall rules along with secure remote access. Since then, they haven't followed through on any of it. We still don't have the billing system connected properly to their radius server to provide throttling of bandwidth based on packages. I've found a number of weaknesses in the config that left us exposed and shut many of them down. I've also been forced to open up some other holes trying to troubleshoot why a partner in this can't access via his vpn.

Today we introduced even more trouble setting up a new circuit. We've moved to using UNMS...sorry... UISP now for management of the system but there is a plugin for the mikrotik side to throttle based on packages that we can't seem to make work and the documentation is lousy. We really need this to work so we can completely cut loose from this $200 per month we're being charged for a billing system that just doesn't do as they said it would.

So I'm wondering if there is anyone out there, preferable certified in mikrotik, who would mind taking a look at this mess and giving us a price to clean it up...hopefully one we can afford?

What I really want to accomplish is the following:
Remove former billing from system
cleanup firewall rules and make the system secure.
Setup remote access via vpn for multiple users who help me from time to time. (public key encryption)
get rid of all the old collected garbage encryption/vpn connectivity
Connect system to UISP so the throttles on user bandwidth are controlled from the router rather than wasting bandwidth only to be disgarded at the customer prem.
Any other recommendations are welcome.

I know mikrotik has a hotspot mechanism already so not sure how much more work is entailed in setting up accounts, but you may be able to do all without a third party???
