Traffic by connection rate

Using the instructions here https://wiki.mikrotik.com/wiki/Manual:Connection_Rate , I have my hapAC configured to divide traffic into "heavy" and not heavy, and then rate limit based on whether the traffic is heavy or not (500k transferred and then a 200 kbps link). This is awesome.

In testing it with 2 laptops and 4 connections (using iperf3), I can see that the "heavy" queue then gets divided among all 4 connections.

So if my heavy queue is limited at 2M, then each connection gets ~ 500k.

How would I implement something similar, where each user (or individual connection/session at least) gets, say, 2M, but if they start using "heavy" traffic, their traffic gets rate limited to 500k? So their connection is fast as long as they don't use it for long, but the instant they start streaming something (or downloading something or anything else pulling a lot of bandwidth), their used connection slows down?
