Offered DHCP Leases not Accepted  [SOLVED]

Hardware Topology:
MikroTik Router, 2x D-Link APs, Client devices on Netgear and MikroTik switches

Symptoms:
DHCP Leases say offered but do not get accepted. Everything on the router config is correct along with everything on the clients side.

Cause:
Access point or other router on the network is accepting leases or interfering.

In my case this was what happened:
D-Link Access Point had unclear IPv6 settings in the network tab.

The D-Link router was in AP mode. In this mode the D-Link router (in AP mode) is connected over it's LAN ports to the real (core) router.

Everything will work normally if the core router is powered on first. If the D-Link is on first however or the core router (MikroTik) is rebooted, all hell breaks loose.

The IPv6 setting for SLAAC was attempting to give addresses to devices searching for leases. SLAAC is not to be confused with unique local address (ULA) which requires Local Only to be selected.
