Can be very hard to block outgoing traffic in general as https type traffic evades main types of blocking.
1. Is the IP you want to block set statically and the ability to get other IP addresses not possible?
2. Does VNC use a specific port(s) to connect??
I just dont want some softwares in that computer try to outgoing connetion for some reason,and I want to control it with vnc

no ,just default port 5900 and I set port forwarding 8000 to 5900
