RB4011 bricked in boot loop, please help

I have RB4011iGS+5HacQ2HnD that was running RouterOS 6.48 recently.
I have logged in, checked for update and saw that there's new version 6.48.3 available. I used the packages -> upgrade option to download the new version and reboot.
The reboot went well but the version stayed the same as before at 6.48. I repeated the procedure several times to no avail.
I tried also downloading the .npk, placing it to files and rebooting. The .npk file disappears but the version does not move.
I also tried to re-flash the already-running 6.48 and then tried to upgrade but again - no luck.
I got upset because this is a second router that I own that has the same issue. On my second one I'm stuck at 6.47.
So I decided to do Netinstall. I went to the product page at https://mikrotik.com/product/rb4011igs_5hacq2hnd_in went to "Support and downloads" clicked "RouterOS current release" and downloaded routeros-arm-6.48.3.npk
Then I proceeded with netinstall. Everything went well but after the reboot the router is bricked and won't boot even if I reflash it back with 6.48 (that was previously working).
I get as boot loop with the following messages:
