PPPOE Server doesn't give freed up IP

Hi, has anyone encountered an issue where the PPPOE server doesn't give the last free IP to the newest account even though you've already move all other accounts to a different IP Pool?

For an example, the last free IP I had in my IP Pool was 192.168.21.112. Then I moved all the existing accounts to another pool 192.168.31.xxx. This means the pool from 192.168.21.xxx is completely free. However the router insists that the next PPPOE account use 192.168.21.111, then 110, then 109, etc. for the next accounts.

It's like the previous used addresses have been cached and wont reset.
