how to limit bandwidth with 2 ip networks 128kb and 64 kb

hi
i have two network calles 192.168.66.0 and 10.0.3.0. running on 512kbps Full duplex bandwidth.
i want to assign 128kbps maximum for each first type ip user and 64kbps for second type ip user.
i used PCQ but sometimes it does not work limit the bandwidth and user grabs more bandwidth.
please help me .

I am not a fan of PCQ. I am sure it works and all, but I would prefer to just make all the queues necessary for each subnet. One for each IP. I do this with excel, then export it to a txt file, then just paste it into the terminal, makes creating these about a 5 min process.

Other than PCQ thats the only way I can recommend.

Suppose i have 10 pc within 192.168.66.2-192.168.66.11 and 10 pc within 10.0.3.2-10.0.3.11. I want to ensure that each pc of 192.168.66.2-192.168.66.11 get 128 kilobit/s and each pc of 10.0.3.2-10.0.3.11 get 64 kilobit/s maximum when they use. The amount of bandwidth will be individually for each pc. How can i do it. There may be some problem if i do it with simple queue bcoz if want to ensure 128 for 4 pc when they download any large file then 512 will be filled up and rest of the pc are unable to get any bandwidth.
