Bandwidth issue

Hello.

I am a little bit confused regarding download, upload, bandwidth.
I have a link with dedicated bandwidth 1Mb/s. But when I try to download from a server that allow me to download with max bandwidth like microsoft.com, I just see only 70kBs(at the best). Normally I must see 128kBs converting from b to B (1024kbs/8=128kBs).

Is this normal or I don't have a dedicated bandwidth?

Please can someone explain me how this work.

Normally at 1Mbs dadicated bandwidth, with how kBs i can download?

depend on which site u r download from.

but normally 1 mbps can download near 128kBps and also you should get latency near 80ms

Why I should get latency near 80ms.
Actually, my latency is near 40ms.

lower is better

so that 40ms is very good latency
