Problem with mangle or quee tree??Can you help?

MANGLE
rule marking ftp(incoming)

chain=prerouting action=mark-connection
new-connection-mark=internet_ftp_rx_conn passthrough=yes
in-interface=internet src-port=20-21 protocol=tcp

rule marking all other services(without ftp,http..) - outgoing

QUEUE TREE

Problem is when I download something eg. from ftp there are marked two connections in queue tree incomming ftp(this is right) and outgoing other(not right - i dont know why is this marked). Can you help? I only download dont upload so why is outgoing connection marked?

Who wants help I can give him demo account to my router.
