The new rb-411, can it be used as an A.P?
And guys, what is the importance of the whole license thing, eg. level1, level2 etc?

Yes, it could be used as an AP.
The license is directly influencing if you can actually use it as AP.
Level 3 is a client license, permitting only "bridge" mode for wireless interfaces. This is "normal" AP mode, but only one client can be connected to the interface (it's meant for point-to-point links).
Starting from level 4 you can make use of the wireless interfaces as "real" AP (i.e. more clients connected).

Does this help?
