Pain of Fail-Over (second route)

Wen Internet Link is Down, Modem have still LAN IP for Mikrotik Route
(tow type's)
1st
DSL Modem conected with internet with auto setings, Modem LAN IP Address 192.168.1.1,
Mikrotik WAN fixd IP Address 192.168.1.2, Wen Modem is loss conectivity to internet or disconect
thers have still Working LAN IP Address for mikrotik as a route (like) 192.168.1.1 distance 0 check ping
and backup (failover Route) fixd IP Address as a second route 192.168.2.254 distance 1 check ping
butt DSL Modem Not loss LAN conectivity, how can i configure my second route 192.168.2.254 as a fail over

2nd
CABLE Modem Conected with internet, its give auto IP Address in WAN and route (exemple) 117.112.10.50 or add auto route 117.112.10.1
and backup (failover Route) fixd IP Address as a second route 192.168.2.254 distance 1 check ping
wen Cable modem disconect to internet with any problem, then modem giv IP Address throw modem internal dhcp 192.168.100.* and add auto route 192.168.100.1
then fail over is not working

what can i do about this type of problems :(
