How limiting ethernet speed?

Hi, I am using RB133 with 3 ethernet ports.
I would like limit the ethernet bandwidth:

let's image I am connected through wireless (WLAN1) or cable (ETH1) to other device, such ADSL modem.
I have 2 devices connected to the remaining ethernet ports.
If I am connected at 300 kbps, I want reserve a minimum bandwith to ETH2 (10 kbps) end keep the remaining for ETH3 (so I have 10 and 290).
If I am connected at 10 kbps, I want reserve all bandwith to ETH2 and block ETH3.
If I am connected at 5 kbps, I want all bandwidth to ETH2.
How can I do this?

no matter where you are connected and what bandwith you have..
if youre devices have the range ip addres for example 192.168.1.254/24

and the first client use 192.168.1.1, and the second use 192.168.1.2 then if you wanna limit for each clients you have to do in queues for example Client1, 192.168.1.1/32, and if you wanna limit bandwith for both clients you have to do like this:192.168.1.0/24..
