ethernet tunneling beetween diferent ISP's

I am trying to make tunnel beetween my office, and one of our employes. We are in different isp's.
I have 2x rb450. I have tries eoip, it worked, but i think one of isp's has blocked it.
Can anyone recomend best way of doing ethernet tunneling?
Is there anything that looks like some ftp or voip comunication for tcpdump, but works as eoip tunnel?
I tried ovpn, but i get tls errors. Is certificate a must for a ovpn ethernet tunnel?

I am new in tunneling, so please help :)

Use a link via PPTP and run EoIP over it...
