Strange ARP behavior

I have a rather strange ARP list behavior. Here is a situation in general :

Recently I added one AMD 2,4 Ghz board within the existing network with sole purpose to act as an inside router (just to take some load of the other on running at the same spot). Ruter is running MT3.22 and routing protocol used is RIP v2.
As soon as I got it running I got ARP list full and CPU usage running at 40 - 100% constantly. ARP is enabled on all interfaces, but this is the same I have on all other devices withing the network, and they run pretty good - no strange behaviors.
I copied even a configuration from the other router and still had the same.
Reply-only corrects this but at the same time causes me further problems. The question is if I have the same hardware, the same MT, the same config and the router is in the middle of the net, why do I get this situation just on this one and not on any other?

As I ran out of ideas here, has anyone had the similar situation and can anyone solicitate me here?
