PCQ Queue for connection or for user?

How does PCQ queue create its subqueues, based on connections,
as the name suggests, or based on users?

It it is based on connection it is not actually equalizing the traffic
from different users but their connections. So if one user has started
20 connections and another 10 connections, I guess the first one
is getting more bandwidth.

Am I wrong here?

Yes, based on dst-address for example, but isn't this only for indicating
a traffic direction, or is this parameter actually grouping the connection
based on IP address?
dst-address could be for exmple 10.1.1.0/24, right? wrong again? :)

PCQ groups all packets into flows based on classifier. no classifier - one flow. 'src-address' classifier - one flow per src-address, etc. then each flow receives a queue with 'Limit' length and specified Rate

Remember that PCQ classifiers can be used in different ways depending on the interface that are applied.
If you apply a PCQ "dst-address" to the local interface, then you are working on clients download, and "src-address" classifier in the public interface, that's the client-upload.
In that way, PCQ is udes for USERS =)
